The repo https://hub.docker.com/r/centos/aarch64 lists CentOS/sig-cloud-instance-images as source repository but the only two tags there at https://hub.docker.com/r/centos/aarch64/tags are three years old and they are the amd64 architecture.

That Docker Hub repo should either get updated or removed.

Some cleanup might be needed here. We keep the aarch64 base images updated here:
https://hub.docker.com/r/arm64v8/centos/
