Issue summary

Mainnet and calibnet network definition, i.e., default Policy live in the fil-actor-states repository, whereas butterflynet and devnet live here. The former should be moved to the Forest repository (the default Policy implementation can be the one for mainnet, like in the builtin-actors repository).
