Closing #3748 in lieu of this release tracker for v0.35.0 proper.
v0.35.0 has been delayed as we merge in critically large codebase updates to re-achieve a stable build for release. This epic will track issues to re-achieve a stable master to continue a stable rhythm of release starting with v0.35.0.

This issue tracks significant inclusions and status of fixes + features of the next upcoming release:
