First time using Papercut and I noticed the same thing. First thing I did was try and delete the welcome message.
Also when it starts it says this in the log:
[Information] Loading Messages from the Following Path(s) ["C:\Users<USER>\AppData\Roaming\Papercut", "C:\Program Files (x86)\Changemaker Studios\Papercut", "C:\Program Files (x86)\Changemaker Studios\Papercut\Incoming"]
Why is it using folders under Program Files? That doesn't seem correct as you would need admin to write to that folder. I couldn't find a reference to those folders in the config other than the appdata one.
Program Files directory is loaded for backwards compatibility and to load the Readme file. You can delete the "ReadMe" file in the program file directory if you really want it gone.
I am not able to delete the Welcome-message directly after installing the program:
I installed it without administrator permissions and used the default settings during the install process.
