Added question flagging and replaced file_get_contents with cURL.

Before you can use this:

  1. Download the bundle of CA Root Certificates: http://curl.haxx.se/ca/cacert.pem
  2. To your php.ini, add curl.cainfo = "path/to/cacert.pem"

Then it will recognize the certificate of the SE API.
