Migrate remaining BuildBot tasks to GitHub

Additional BuildBot tasks that still require migration:

• Clang Tidy (static analysis tool with output that a developer can use to help improve the Chaste source code)
• Doxygen (target doxygen, then upload to new website)
• Infrastructure (target infrastructure)
• Tutorials (currently uploaded to wiki - plan is to move these to the website instead - probably the most substantial remaining task) migrate tutorial generation from buildbot to github actions #55
• How To page (similar to tutorials) https://chaste.cs.ox.ac.uk/trac/wiki/ChasteGuides/HowTo
• Coverage, profiling and memory testing (currently uploaded as static webpages - need to decide what to do with these)

Closing this issue, as it hasn't been kept up-to-date, and is essentially a duplicate of #38

Issue #38 is being updated with all relevant information about the remaining tasks.
