Description
We would like to test new versions of dependencies for compatibility with Chaste. However we do not necessarily want to add all new versions to the portability rotation.

To achieve this, we will create a chaste/runner:jammy.portability-dev image whose contents may change depending on the dependency we are testing. In the first instance, this image will be used to test Chaste compatibility with VTK9.
