Try to use Wercker Shippable CI to replace Circle CI #1134

Because the CircleCI keep failing randomly and I cannot find out the reason...

I can run all the tests in my local Ubuntu box without any problem, no matter than inside or outside the Docker Contain...

Hope Oracle could do this better...

Wercker CI does not support docker build yet...

So we had just switched to Shippable, it works like a charm.
