Tried today, but found that we have to wait until this issue be resolved: npm/npm#17129

It seems the code base bug had been fixed. See: npm/copy-concurrently#1

Switch docker base image from node:7 to ubuntu:17.10 because we want to upgrade to node v8, but node:7 image has a bug from npm: npm/npm#17129 and still not fixed.

Docker image size from 537MB(node:7) to 412MB(ubuntu:17.10)
