Enable creating Data Collectors and Service Endpoints

SUMMARY
As an Appd user, I would like to import and manage my data collectors and service endpoints from a centralized location, version control them and upload automatically to new environments. In order to do so, having an option to integrate with ci/cd pipeline easily would be beneficial.
