The information in location_purposes originally came from a GIS system. Now that the city has upgraded to ArcGIS, we can query the ArcGIS Rest Service for this information, rather than attempting to maintain it in the database.

We should add code to query ArcGIS Rest Services and remove the location_purposes database tables.
