Short title section getting added to mobile when no titles are present #529

If short titles are added to components, then the in-page navigation shouldn't appear.

This is working accurately on desktop, but appears to be an issues on mobile -- example: CityOfBoston/boston.gov-d8#1987

This should be resolved in patterns and then be fixed in Drupal.
