This makes tickets #2 #3 #4 and #7 obsolete so I'm closing them.

We erred in our assumptions around the preference center. We won't be building a larger communications and notifications hub for a while, so our general preference center needs to serve both non-authenticated and semi-authenticated subscribers.

I wanted to send you over the new CBC Look we have updated for them with a more accessibly friendly page, which I think you might be interested in to show your team. It is pretty basic, but it provides full accessibility friendly attributes (i.e full usability via keyboard) and it also provides dedicated Category pages + dedicated Newsletter pages (single subscribe opportunities)

Here is a video of the run-through: https://screencast.com/t/xqABpFv97T

A few things to note is that CBC is an authenticated experience, so your manage newsletter experience wouldn’t be a sign-in option, it would go to /preferences which is accessibility via Email is it is now.
Also I didn’t show you the single subscribe page, but here is a snippet for you to view for reference as well (you currently do not have this option in your structure) - https://www.screencast.com/t/wfDz9lHMrH

We can discuss this further today during our catch up - but I think this is something your team perhaps might want to move towards that is simplified and work with your accessibility goals.
