It's meant to use the property ID rather than the opa parcel number. Property ID is basically a concatenation of something like "house number with 5 leading zeros + street code + unit + suffix if applicable" (off the top of my head). It's also called a "ten code"
Looks like we left it out of the property assessments data release, and I don't see it in AIS.
Theoretically, I imagine we could add it to either. I'd suggest AIS as it's more of a linking identifier than useful data. Thoughts @rbrtmrtn@tswanson@mjumbewu ?
(For context, this will definitely be an issue at OPA as they need to be able to receive customer requests)
