First, get document IDs for a record where module=PublicWorks:

Endpoint: https://apis.accela.com/v4/records/{recordId}/documents

Then, take those document ids and download the documents where they exist

Endpoint: https://apis.accela.com/v4/records/{documentId}/documents

These are image files, so they don't need to go into BigQuery; they just need to be stored in Cloud Storage for reference in case of an RTK request
