Congestion Network: Include some downtown collectors #70

Currently the congestion network consist of minor arterial and above streets, but we might want to include some highly used collectors (especially in the downtown area).
Purple - current segments
Orange - collectors

Proposed collectors:

  • The Esplanade
  • Lower Simcoe St
  • John St
  • The East end of Front street

  • The north part of Cherry Street
    image
  • Shaw Street

another that came up recently in the context of CafeTO analysis was bottom part of Jones and Greenwood between Dundas and Queen where the road class changes.

Not sure if some of these streets around esplanade really have the volume to support it, but also don't really know what the right threshold is
