Allow configuration for the number of content items shown for a user when viewing "Latest content" in the UI

Problem

Currently we fix the number of content items at 10 to show when viewing the "Latest content" for a user.

Solution

We could optionally open a configuration at the system level to increase or decrease this value, or possibly just allow it to be increased dynamically while viewing a user.

Alternatives/workarounds

Take the user's Content User Id and use the Search Action.
