Create a downloads page on clusterhq.com

We need somewhere to post links (and checksums) of downloadable flocker releases.

We'll also need to add a menu item to the page.

I wonder if maybe we should instead have a prominent link to the "Getting Started" section instead? In which case it doesn't have to change across releases.

This is also on Pivotal at https://www.pivotaltracker.com/story/show/75538272. One of these issues should be closed and a canonical location for this kind of issue should be chosen.
