Can't save "Disable page/folders" setting after closing Hakchi 2.21f when choosing console type to Famicom(Japan)

As topic.
It is always forced to be on "Original games in root -> Automatic in subfolder" every time I reopened Hakchi2 2.21f.
It is available to keep disabling page/folders on old versions like 2.17.
I checked config and discovered that even I set FoldersModeFamicom=0 it automatically changed to FoldersModeFamicom=3 after I opened Hakchi 2.21f.

This issue only happens on choosing Console Type to Famicom(Japan).
Choosing NES doesn't have this problem
