What "tells" cocoapods to store pods in ~/Library/Caches/Cocoapods/Pods?

I am trying to understand how and when Cocoapods installs/stores pods in the Caches folder as opposes to under the user_home. Can I get any clarity on this?

Is there a discord/slack/irc group that I could post in instead?
