1. Skill tag is clickable: refer to upwork, stackoverflow
2. When volunteer is added: recommend projects with same skill set
3. When project is added: recommend volunteers with same skill set

1. Check our web site to understand how skills tag works. The skills tags basically are on each volunteer, and on each project. It is shown as green tag. Our skill tag is displayable only, not clickable. We'd like to enhance it.

2. Check other similar sites to see how skill tag works. There are two sites we know of: upwork and stackoverflow. Check how skills tag work in those two sites. Their tag is clickable. Figure out what they skill tag could do.

3. Write a business requirement document, describe how skill tag should work in our application. List in the requirement document the web sites you referenced, since UI designer and developer might need to referent it later. See sample requirement document attached. Note that you only need to produce requirement section, not wireframe or software design section.
