If there isn't a similar request, add one with a detailed description of your idea preferably with examples of how you are thinking it should be used.
Just leave a comment on a request saying you're interested in working or collaborating on the cog.
Try to leave comments on your progress and/or a link to your WIP cog
Incase you need more information to get started, ask in the issue.
All other communication should occur in the author's repositories and support channels.
