Per a suggestion I saw in the Cog Support server, I'm bringing up a discussion on some better trivia list management features. Examples would include:

• The ability to disable lists
  • Might need discussion on who should be able to
• Anything else anyone can come up with
• The ability to add lists by sending a YAML file in Discord ([Trivia] Commands for managing custom trivia lists #3420)

I intend to work on this but wanted to go ahead and open up an issue for people to leave thoughts and ideas on

I missed this but have implemented a bit of the stuff with the sending YAML file part. You can delete and list files and see what is a custom file and also delete custom ones.

We could probably make this into an issue for just adding a way to disable lists - adding list through sending a YAML file is now possible and I haven't really seen any other idea come up in terms of trivia list management.

As for my opinion on the list disabling, I think it should be available on both global and per-server levels (the former being bot owner-only and the latter being available to admin role and higher) through [p]triviaset command (the specifics can be decided when PR is being worked on).

I marked this as PRs welcome, as I don't think there's much reason to stop potential contributors from looking into this.
