Downloader should warn about installed cogs that don't have any repo attached to them (e.g. cog's repo was removed since the cog was installed)
It should mention them in output of [p]cog update and [p]cog checkforupdates commands (they're using same method to check for updates), and maybe also some others but PR just for those two would be enough for now, we can always extend it later.

Related issue: #3370 (that issue also presents problem with backup so don't close it after this is finished)
