What were you trying to do?

I backed up my bot that include 3rd party cogs and installed it on new OS, ran [p]repo list with nothing, then added Trysty's repo and installed the dev cog.

What were you expecting to happen?

Red install the cog.

What actually happened?

Red will say your cog is already loaded/installed.

How can we reproduce this issue?

Backup your bot, must include 3rd repos and installed cogs from 3rd repos. Switch to a new OS/machine and run the bot, try to install an installed cog.

Something with the issue description is off here - in repro steps you're talking about trying to install a cog while the message in "What actually happened?" is output of [p]cog uninstall command.

Nevertheless, this will be fixed by #3681
