Very Small Toolbar in Windows 10 #31

The buttons of the toolbars in CogTool are rendered very small on Windows 10; at this size I'm not sure they are usable.

Maybe there is a new standard for toolbar / toolbox style element, similar to Mac's NSToolbar.

This is fixed with the Windows SWT update in #45
