Write unit tests for the propagation module

This module is not covered by the tests under tests/unit, only by the 'channel tests' under tests/channel. This can be seen by running tox -e py and opening htmlcov/index.html. Once this module is properly covered, we can remove the (slow) channel tests (#19).
