Incremental Loading ItemsRepeater

Problem Statement

Currently, ItemsRepeater is a better choice than ListView and GridView. But it does not support incremental loading.

Inspiration

Some developers have created an issue on the WinUI repo.

Proposed Solution

Provide a new control named IncrementalLoadingItemsRepeater which inherits ItemsRepeater and supports incremental loading.
