HIPAA profile for SLE 15 - update

Description:

• Update of HIPAA profile for SLE 15 + small changes in 2 rules

Rationale:

• The current HIPAA profile for SLE 15 includes only the rule service_auditd_enabled, but it does not check if package_audit_installed and package_audit-audispd-plugins_installed. In other profiles we have all 3 rules together
