Update ol9 profiles

Description:

• Add kernel configuration rules to anssi profile
• Remove xinetd rules as this package is not available for OL9
• Update OSPP
  • Add rules
    • enable_authselect
    • grub2_disable_recovery
    • sysctl_kernel_core_uses_pid
    • var_authselect_profile=minimal
    • sysctl_kernel_unprivileged_bpf_disabled_accept_default
    • grub2_systemd_debug-shell_argument_absent
  • Remove many rules as done in RHEL9

Rationale:

• Update OL9 profiles with latest changes in upstream
