neb publish: images are still broken

I re-ran Rundeck on qa with pull_deploy=true. Then published a simple change in Biology:

$ neb -v publish qa col11448 'aneuploid to ANEUPLOID: m44480 m44483'

It looked to be successful -- I got the JSON + Great work!!! confirmation. But the images are still broken (https://qa.cnx.org/contents/GFy_h8cu@12.1:rZudN6XP@3/Introduction):

Aha, the resources need to be inserted prior to insert. The transform reference resolution is unable to lookup the and resolve the reference otherwise.
