NanoServer Support

This is just a meta-issue to keep track of issues with deploying anaconda on NanoServer:

• Please add a zip file deployment option for Miniconda (win64) #1219 - Need a zip-file deployment option as the exe installer doesn't work on NanoServer
• Broken ruamel_yaml build! #1469 - The currentruamel_yaml build 0.11.14-py36_1 is compiled against an incorrect MSVC runtime so doesn't work on NanoServer
• psutil compatibility on Windows Nano Server giampaolo/psutil#693 - DLL load error with psutil
• pywin32 broken on NanoServer #2387 - DLL load error with pywin32 (win32api)
• R doesn't work at all. Program doesn't start, no info or error printed. Will investigate further and open an issue if I can provide any useful info.
