Add ability to switch from chat notice to announcement notice [Suggestion]

In 1420 the ability to send announcements like these became possible. While I believe that chat notices should still stay an option, I believe that this plugin would benefit from an option to use announcements instead.

While 1420 adds an interval option to the config for preset announcements, it's a bit limited unfortunately 😭
