First search DoK features to make sure this is not a duplicate request.

Describe what you would like changed or added.
I would like the get Alliance deck by ID to be added the the public api.

Describe how this change would improve your experience as a KeyForge player.
It will allow 3rd party apps to use Alliance decks forged on DOK.
