repo management, versioning and branching

Previously, juno used a repository in the Juno org:

github.com/CosmosContracts/token-factory

I have a feeling that we should either go back to that, or move this into juno itself, or get a 47 branch going here. This is posing a challenge to upgrading juno to sdk 47.

flip side, we very much need a multi chain standard for the token factory.

github.com/CosmWasm/token-factory is basically dead

did not work out despite Notional having created two separate PR's that would have closed the issue and numerous teams being in support of putting token factory in the wasmd repository.

So, if we would like this to be the standard place, I think it's time to open up a 47 branch here.
