Register With New Organization with Existing User Email

Describe the bug
It is possible to register a new organization where the primary contact is an existing user. This should throw an error and not be possible.

To Reproduce
Steps to reproduce the behavior:

1. Go to https://app.staging.crisiscleanup.io/register
2. Register a new organization where the primary contact's email belongs to an existing user.
3. Bug: Submit, which does not throw an error.

Expected behavior
The form should throw an error:
"A user with {email} already exists and belongs to {org_name}. If you have forgotten your password, please reset it by clicking 'Forgot Password' on the Login screen."
