Would this require a complete rewrite? I really wish I knew Java, if only just for this project.

Unfortunately it will require a complete rewrite because much of the logic is either channeled through Forge hooks or very specific for rendering. Rendering is quite different between Forge and Fabric.
Also I'd like to complete many features before porting, so there's also that ahah
