IMPORTANT
This issue is to investigate if it's possible to change collection access permissions in Minio/S3/etc through SPARCd

Is your feature request related to a problem? Please describe.
Right now users need to log onto Minio and be familiar with the security schema to change access permissions to collections - currently all collections are public

Describe the solution you'd like
Change how permissions are handled in SPARCd to automate them in Minio
