Describe the bug
NPS Replication error - two Collections with same ID have replication error

To Reproduce
Steps to reproduce the behavior:

query the entire NPS dataset and the number of results is not consistent with the actual available results on csv. One of the datasets returns 0 of the 62k and the other (Combo) returns 24,056 results. see attached spreadsheet. https://docs.google.com/spreadsheets/d/1d6I2l5WoHQjCeu3zsqhIhKRyvSojEAgQbhifo0fNiHU/edit?usp=sharing
