is blocked by #104

have a process hat does the following

  • build * pack
    • must include LICENSE file
    • must include NOTICE file -- which MUST include all 3rd party licenses for everything in the assembly/bundle
  • npm.js release
    • signed
  • github release
    • has the resulting package as an asset
    • has the resulting plugin-script as an asset
    • has the license & 3rd party notice as an asset
