Bug report - i can't install PyLaTeX

Describe the bug

I can't install PyLaTeX

it fails with {Errno 13] Permission denied: '/tmp/pip-modern-metadata-njri0szy/PyLaTeX.dist-info'"

Steps to reproduce the behavior:

1. Install ubuntu 22.04

2. run sudo apt update

3. run sudo apt upgrade

4. run sudo apt install python3-pip

5. run pip install PyLaTeX

Same happens when i run pip install psutil>=5.9.5

I have noticed that file owner is set to "jelte" in PyLaTeX-1.4.2.tar\PyLaTeX-1.4.2
