Description of task

Various parts of the Forums module have duplicated (or nearly duplicated) blocks of code that are sometimes inconsistent and/or incomplete, and/or conflicting. Improve them by refactoring them. This is a placeholder task to be referenced when creating a pull request without a specific issue but that is merely a refactoring.
