The MANIFEST.in is designed such that it is not necessary to use the available() function inside of the setup.py. This function is problematic because it means that setup.py needs to import plio. This in turn makes a conda build problematic because the library dependencies are also the host dependencies when they do not need to be.

This was done at some point and the issue was left open.
