FM: Send email to all relevant persons when a PR is updated.

• Check Brevo for error messages for emails not sent.
• Install JMTS 3 on BOSAPP.
• Implement sending PR email from PR tools menu.
• Put the work progress , "Recommended by" and "Approved by" in the email templates. See which other fields can be included.
• Send email to the department head and acting head if activated when a PR is created.
• Send email to the Finance Director, Divisional Director, Team Leader and Manager for a division/department when a PR is created for that department for approval/recommendation.
• Send email to all procurement officers and orginator when a PR is approved or recommended.
• Send email to the originator when a PR is flagged as completed.
