clean docker shutdown on server reboot

This maybe a peculiarity of my setup / distro (standard opensuse 15.0). Whenever I reboot or shutdown the server without stopping the docker processes first, the testbed becomes unusable. I need to do a docker-compose up and down cycle (and then up again) to fix this.
