Add a dart project type would be very usefull

I would really love to do this; however I've wasted a few weeks wrestling with trying to implement a project system both using the MPF sample MS provided and using the new (undocumented) Common Project System.

Both attempts have failed badly so far, and despite having multiple attempts; they always result in me ragequitting!

So; it's unlikely this will be done for v1, and the recommended way to work with Dart projects will be File - Open Web Site; but I will fix this as soon as I possibly can. I'm trying to engage some folks at Microsoft for assistance.

There are some requests for MS to implement a better project system for non-.NET/web projects like this here; please do vote and comment on them!

Pulled this forwards, since this is progressing sooner than I expected; we should consider it part of v1!
