Text in IF-2 introduced concept of change lead time (CLT) but there is disagreement of if this is the correct term, there was discussion on the call and this is important to call out, this is basically the interval clients must attempt to find new period updates on, but there is better industry terminology to align on.

Updates have clarified point, additional example of SCTE-35 advanced notice recommendation of 4 seconds. Call for additional clarification / examples by community review.
