New user in a Free Trial project can't run analyses

From Testing Party and also seen later in manual testing:

Launching a Submission fails. Reloading the FC UI will present the yellow "refresh your credentials" banner. Doing so by clicking that banner enables successful submissions.

Also: should an Offline Access popup appear at this time? I did not see one.

The error looks like
cannot find credentials for RawlsUser(RawlsUserSubjectId(***),RawlsUserEmail(******))

I have another user who may not have been presented with a banner to refresh their credentials. I'd advocate a pop up, if possible, especially one which wouldn't need a page refresh to trigger. If that's not possible, making the banner a bolder color might make it more likely to be read.
