Instead of checking out the entire codebase for the CoreCRL (848 MB!) as a submodule, let's add the header files we need (8 MB) to repo. This cuts down on CI build times and makes for a nicer developer experience, especially for new contributors.

Note that https://github.com/dotnet/coreclr has an MIT license and is already listed in our LICENSE-3rdparty.csv file.
