I've seen a few CI runs fail due to the TruffleRuby build step failing. A quick investigation seems to point at this being oracle/truffleruby#2294 which is already fixed in master and will be in an upcoming TruffleRuby release, so let's just disable it until the new version comes out. Issue #1383
